2006-2007 - Head of the Market Monitoring Department of CJSC Kyivstar.

2009-2011 – Head of the Fixed Business Marketing Department of Kyivstar PJSC.

In November 2019, the Cabinet of Ministers appointed Kubrakov as the Head of the State Agency of Automobile Roads of Ukraine (Ukravtodor). Under his leadership, Ukravtodor began implementing the Great Construction program.
In May 2021, the Verkhovna Rada appointed Kubrakov as the Minister of Infrastructure of Ukraine.
On December 1, 2022, he was appointed Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Development of Communities, Territories and Infrastructure of Ukraine.
According to media reports, in August 2023, Kubrakov was one of the candidates for the position of Minister of Defense.
In July 2021, Kubrakov announced that he had sold his share in the real estate management and housing and communal services business for UAH 9.9 million.
On May 9, 2024, the Verkhovna Rada dismissed Kubrakov from the position of Deputy Prime Minister for the Reconstruction of Ukraine - Minister of Development of Communities, Territories and Infrastructure.
