UAH 50 million stolen during restoration of Trypilska TPP - SSU

Law enforcement officers have uncovered a large-scale corruption scheme during the reconstruction of the Trypilska TPP in the Kyiv Region, damaged by russian shelling. According to the investigation, the participants in the scheme embezzled more than UAH 50 million of budget funds. The Security Service of Ukraine (SSU) reported this on February 27.

The heads of two contracting companies are involved in organizing the scheme. During 2023-2025, these companies won tenders for the restoration of the power facility for a total amount of more than UAH500 million.

According to the case materials, the businessmen artificially inflated the cost of services, building materials and technical equipment. The contractors purchased everything they needed from controlled intermediary firms, where the markup was 30% above the market value. The participants divided the difference between themselves and cashed it out. The examination confirmed the losses to the state in the amount of about UAH 50 million.

During the investigative actions in the offices and places of residence of the defendants, draft documentation and computer equipment with evidence of fraud were seized, as well as cash in the amount of over UAH 19 million.

Currently, six people have been served with suspicion. Among them are three organizers of the scheme, two heads of private companies and their accomplice. The case is qualified under two articles of the Criminal Code:

  • Part 5 of Article 191 - appropriation or embezzlement of property by an organized group in especially large amounts
  • Part 3 of Article 209 - legalization of property obtained by crime

The funds were "laundered" through fictitious contracts with shadow sector enterprises that transferred money into cash.

The investigation is ongoing, other possible participants in the crime are being identified. The defendants face up to 12 years in prison with confiscation of property.

As Ukrainian News Agency reported, earlier in September it was reported that the annual restoration work at the Trypilska TPP in the Kyiv Region "went to waste" after 19 Shaheds struck the Trypilska TPP.

The prosecutor admitted that the oil leak after the missile strike on the Trypilska TPP caused environmental damage.

On April 11, the russian occupiers also attacked critical energy infrastructure facilities in four regions. At the same time, the destruction of the Trypilska TPP as a result of a massive missile attack led to the destruction of the entire generation of Centrenergo.
