Rada dismisses Halushchenko

Amid a corruption scandal in the energy sector, the Verkhovna Rada dismissed Justice Minister Herman Halushchenko, who served as Energy Minister in Denys Shmyhal's government (April 2021-July 2025). 323 MPs voted for the relevant resolution No. 14217, with a minimum of 226 votes, Ukrainian News Agency reports.

Halushchenko was absent from the Verkhovna Rada during the vote.

52-year-old Halushchenko has served as Justice Minister in Yulia Svyrydenko's government since July 17; prior to that, he had been Energy Minister in Denys Shmyhal's government since April 2021.

As Ukrainian News Agency earlier reported, on November 10, the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAPO) announced that they were conducting a large-scale operation to expose corruption in the energy sector. On November 10, NABU detectives came to search the homes of businessman and co-owner of the Kvartal 95 studio, Tymur Mindich, Minister of Justice Herman Halushchenko, and the Energoatom company.

The Ministry of Justice confirmed that investigative actions were carried out with the participation of Halushchenko within the framework of criminal proceedings, but refused to discuss the details.

On November 12, Prime Minister Yulia Svyrydenko announced that the Cabinet of Ministers had suspended Halushchenko from performing his duties as Minister of Justice.

President Volodymyr Zelenskyy, amid a corruption scandal in the energy sector, declared that the Minister of Justice and the Minister of Energy should be dismissed, and asked the Prime Minister to immediately submit their applications.

After that, on November 12, Svyrydenko submitted a motion to the Verkhovna Rada to dismiss Halushchenko and Energy Minister Svitlana Hrynchuk.
