Free sale of weapons in hot phase of war is impossible - Budanov

Head of the President's Office Kyrylo Budanov believes that free sale of weapons in the hot phase of the war is impossible. Budanov outlined this on the Telegram channel, Ukrainian News Agency reports.

Budanov noted that the Ukrainian defense-industrial complex is now at a point where experience and technology have become a global brand. But he noted that this status will not be eternal, Ukraine now has a unique window of opportunity to occupy its niche in the global market.

"However, we must be frank: the free sale of weapons in the hot phase of the war is impossible. Neither our military on the front lines nor our Western partners, from whom we ourselves ask for weapons, will understand this. I believe that only what is in sufficient surplus, such as naval drones, can be freely sold. We can also export weapons that are almost no longer used in our war, but are in great demand in Asian or African countries. These are, for example, some long-range UAVs or early models of FPV drones," he noted.

The head of the President's Office noted that it is very important to prevent the uncontrolled leakage of technologies, otherwise it is impossible to allow unique Ukrainian developments to fall into the hands of the enemy through the sale of finished products or the creation of dubious "subsidiaries".

Budanov is confident that the future of the Ukrainian defense industry lies in technological superiority, he urged manufacturers to focus on the integration of artificial intelligence right now.

"Implementing AI and developing our own control systems is the only way to maintain the status of legislators in the field of unmanned technologies," he noted.

As Ukrainian News Agency earlier reported, in February, President Volodymyr Zelenskyy announced that arms exports would start in Ukraine, and ten specialized export centers would be launched in European countries in parallel.

In September 2025, Zelenskyy stated that starting in 2025, Ukraine would partially cover the deficit in financing weapons production through managed arms exports.
