Cabinet of Ministers almost exhausts reserve fund in three months

In January-March, the Cabinet of Ministers almost exhausted the reserve fund of the state budget for 2026. This is stated in the report of the Ministry of Finance, the Ukrainian News agency reports.

According to the report, as of March 30, 2026, the government has made a number of decisions to allocate more than UAH 47.5 billion from the reserve fund of the state budget-2026, or 96% of the fund's funds, to finance urgent measures related to the consequences of russia's full-scale military aggression against Ukraine.

At the same time, it is emphasized that actual cash expenditures currently amount to only UAH 10.291 billion.

"This means that most of the funds will be used gradually over the course of 2026 - according to the needs and in the process of implementing the planned activities. After one of the most difficult winters, the issues of restoring, protecting energy and ensuring stable logistics remain issues of national security," the statement said.

In particular:

UAH 22 billion is provided for the protection of critical infrastructure;

UAH 16 billion - for ensuring the stable operation of railway transport;

UAH 3 billion - for emergency road restoration;

UAH 2.56 billion - for strengthening energy sustainability;

UAH 718.8 million - for restoring transport connections in the south of Ukraine (Odesa Region);

UAH 246.4 million - for supporting critical infrastructure workers;

UAH 5.9 million - for strengthening defense capabilities (strengthening defense in border regions).

As the Ukrainian News agency earlier reported, the reserve fund in the state budget for 2026 among the expenditures of the Ministry of Finance is provided for in the amount of UAH 49.4 billion.

On March 27, the government allocated another UAH 9.2 billion for the protection of critical infrastructure.
