The Verkhovna Rada adopted the state budget for 2026.
257 MPs voted for the adoption of the corresponding bill as a whole, Ukrainian News Agency reports.
Voting for the 2026 budget as a whole: Servant of the People - 193 votes, Platform for Life and Peace - 16, Restoration - 11, For the Future - 11, Trust - 16, Voice - 1, non-factional - 9.
Compared to the first reading, the state budget revenues by the 2nd reading were increased by UAH 27.8 billion, expenditures - by UAH 33.6 billion, and the marginal deficit - by UAH 5.8 billion.
According to the results of the finalization, state budget revenues (excluding inter-budgetary transfers) are determined at UAH 2 trillion 854.3 billion, expenditures — UAH 4 trillion 837.4 billion, and the deficit — UAH 1 trillion 900 billion, which is 18.4% of GDP.
The document provides for an increase in the tax rate on the profit of banking institutions from 25% to 50% (bill No. 14097) that will provide an additional approximately UAH 30 billion.
Part of this tax, which was previously credited to local budgets, is directed to a special fund of the state budget — another UAH 4.3 billion.
Additional revenues are also expected from an increase in dividends of PJSC "Ukrainian Financial Housing Company" — by UAH 1.3 billion.
At the same time, a technical adjustment was made to the World Bank grant receipts under the RELINC project: a grant of UAH 5 billion was replaced by a concessional loan guaranteed by the European Commission within the framework of the Ukraine Facility mechanism.
The increase in expenditures is due to the clarification and strengthening of priority areas of financing. Additional resources will be directed, in particular, to:
- reserve fund: + UAH 18.9 billion (total UAH 54.5 billion) for a prompt response to wartime challenges;
- teacher salaries: + UAH 6.6 billion (total UAH 190.5 billion) — a phased increase (over the year) by 50% of the level of remuneration not only for school teachers, but also for pedagogical and scientific-pedagogical employees of higher education institutions and state-owned institutions of professional pre-higher education.
The hryvnia exchange rate set in the budget for next year is 45.6 UAH/USD, inflation is 9.9% (December to December), and GDP growth is expected to be 2.4% next year.
In addition, the minimum wage will be UAH 8,647, or UAH 52 per hour, and the subsistence minimum is UAH 3,209.
As Ukrainian News Agency earlier reported, the Budget Code provides that amendments from MPs will be submitted by October 1, after which the Budget Committee will prepare a table of proposals and budget conclusions (approximately by mid-October).
Further, the approval of budget proposals should take place by October 20, which will be considered the first reading.
The draft budget for 2026 should be finalized and its final approval should take place by November 20.
