The head of the National Bank of Ukraine, Andrii Pyshnyi, said that the regulator has 6 months to determine whether Monobank co-founder Oleh Horokhovskyi violated bank secrecy.
The head of the NBU said this in the Verkhovna Rada, the Ukrainian News agency reports.
According to the head of the regulator, the legislation restricts the National Bank from actively communicating details of individual cases of regulatory actions. This is also part of the protection of banking secrecy.
After Oleh Horokhovskyi made the information public, the National Bank immediately sent its request to the bank.
"At the moment, we are analyzing the large package of documents and explanations that the National Bank received at its request. The result will be a certificate. This certificate will contain a judgment. This judgment will determine the staff's position on the event that was analyzed," explained Pyshnyi.
After reviewing this certificate, the Banking Supervision Committee, which is a collegial body, will make a decision to initiate the administrative procedure of administrative proceedings.
Next, the National Bank will consider this issue on a collegial basis and make a corresponding decision.
The law stipulates a 6-month period for the administrative procedure, from the moment the National Bank starts the relevant administrative procedure until the decision is made.
As the Ukrainian News agency earlier reported, on March 9, monobank co-founder Oleh Horokhovskyi posted on Threads the story of a client, Karyna Kolb, who contacted the bank with a question about blocking her account, while undergoing video verification allegedly against the backdrop of the russian tricolor.
On March 10, serviceman Serhii Hnezdilov said that he had talked to the girl to understand the story of her blocking and the fact that her photo was published by Horokhovskyi. According to him, Kolb said that she was at a video conference against the backdrop of the flag of Slovenia, which hung in her friend's room and from where she connected to resolve the issue with the card blocking.
On March 11, Horokhovskyi said that "he drew conclusions" after the situation with the publication of the data of the bank's client Karyna Kolb, but did not apologize to the girl.
On March 12, the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets said that proceedings were opened and an investigation was launched into the circumstances of a possible violation of the legislation on the protection of personal data and banking secrecy as a result of the disclosure of personal data of the client by the co-founder of monobank Horokhovskyi.
Also, the National Bank demands an explanation from Horokhovskyi why he published a photo of a Monobank client.
