In the capital, more than a thousand residential buildings still remain with cold batteries due to systemic damage to internal networks caused by enemy shelling and abnormal frosts. This was stated by the deputy head of the Kyiv City State Administration, Valentyn Mondryivskyi.
The situation is not a consequence of temporary outages, but the result of technical thawing of pipes. The most difficult situation is currently observed in the Pecherskyi district due to the specifics of old communications, in Darnytskyi - due to serious destruction of the infrastructure of the Darnytska CHPP, as well as in the Holosiivskyi district, where some quarters were operating in a critical mode.
The main reason for the "ice captivity" was the freezing of water in pipes after massive attacks on the power system, when due to technical difficulties, water from the networks did not have time to be drained in time. This led to massive breaks in communications inside buildings. Although the water supply in most of these houses is operating normally, the heating networks themselves need major repairs. Currently, residents are forced to use electrical appliances, so energy professionals are trying not to apply power outage schedules in these homes to avoid a complete power blackout due to excessive load.
Forecasts for the restoration of heat remain cautious, since a quick return of service to all houses is impossible. Full-fledged work to replace damaged sections of pipes will begin only after the stable end of the frosty period. Although individual sections are planned to be launched in the coming months, the global restoration of systems will continue until the start of the next heating season in the fall of 2026.
As Ukrainian News Agency earlier reported, on February 19, President Volodymyr Zelenskyy announced that, based on the experience of this winter, the government is preparing a decision on the reconstruction and renewal of the energy supply of communities.
Kyiv Mayor Vitali Klitschko said that the Darnytska CHPP was critically damaged during the russian attack on February 3, and its restoration will take at least two months.
At the same time, the mayor provided a list of 1,126 houses in the Darnytskyi and Dniprovskyi districts, which cannot be supplied with heat until the damaged Darnytska CHPP is restored. Klitschko also stated that it is impossible to replace Kyiv's centralized heating system with heat supply from local heat sources or cogeneration plants.
