The Cabinet of Ministers has set up an Interagency Commission on Foreign Direct Investment Screening to assess the impact of investments on Ukraine's national security under martial law. It was announced by the Ministry of Economy, the Ukrainian News agency reports.
"The launch of the foreign direct investment screening mechanism will allow the state to timely assess potential risks to national security and make informed decisions on attracting capital to strategic sectors of the economy. This is an important step to protect state interests and create a safe investment environment," said Minister of Economy Oleksii Sobolev.
The Minister noted that the interdepartmental commission will submit proposals and recommendations to the government, provide assessment and analysis of foreign investment and prevent potential opportunities for unilateral decision-making and lobbying of certain sectoral interests.
"This is a practice that is in line with EU policy," he added.
The co-chairs of the commission are Economy Minister Oleksii Sobolev and First Deputy Secretary of the National Security and Defense Council Yevhen Ostrianskyi.
As the Ukrainian News agency earlier reported, the Defense Ministry has attracted more than USD 6 billion for the Ukrainian defense industry in 2025.
In September 2025, President Volodymyr Zelenskyy said that Ukraine would partially cover the deficit in financing arms production through managed arms exports.
In October 2025, Danylo Hetmantsev, chairman of the parliamentary committee on finance, tax and customs policy, spoke about the "embarrassment" in the government over the rate of decline in foreign direct investment in Ukraine, according to him, foreign direct investment in 2025 in Ukraine at that time amounted to just over a billion dollars.
