In 2025, foreign funding for the development of the Ukrainian defense-industrial complex was attracted for USD 6.1 billion.
The press service of the Ministry of Defense announced this with reference to the head of the Ministry of Defense Denys Shmyhal, the Ukrainian News agency reports.
"In general, in 2025, the Ukrainian defense industry received foreign funding for USD 6.1 billion. For comparison: in 2024 this amount was about USD 600 million.
The United Kingdom, Denmark, Lithuania, Canada, Iceland, Ireland, the Netherlands, Germany, Norway, the US and Sweden joined the contributions to the Ukrainian industry," the report says.
It is noted that almost USD 1.8 billion was directed to the production of Ukrainian weapons withon the framework of the "Danish model" introduced in 2024.
Ukraine has attracted over USD 4.3 billion through direct purchases by partner states from domestic manufacturers for the needs of the Security and Defense Forces.
Of this amount, almost USD 900 million was allocated to equipping units withon the framework of the Drone Line project initiated by the President of Ukraine.
A significant share of funding in 2025 was made up of funds from profits from frozen russian assets.
In total, the Ukrainian defense industry received over USD 1.1 billion through this mechanism.
In addition, Ukraine submitted its own projects on the defense-industrial complex withon the framework of the SAFE mechanism.
The total funding expectations for these projects are USD 5 billion.
"Joint projects with European partners are real steps towards integrating the Ukrainian defense industry into the European ecosystem," the report says.
The Minister of Defense emphasized that the Ukrainian defense industry has been growing steadily since 2022 and already in 2025 reached production capacities at the level of USD 35 billion.
"We are grateful to all our partners for supporting Ukrainian defense capabilities and developing our defense industry - after all, this is a contribution to strengthening the security of all of Europe," said Shmyhal.
As the Ukrainian News agency earlier reported, in 2025, Ukraine attracted a record USD 45 billion in international security support.
