CEC proposes to establish 6-month preparatory period after termination of martial law before start of election process

The Central Election Commission proposes to establish a 6-month preparatory (or transitional) period after the termination of martial law and before the start of the election process. This is stated in the report of the CEC, the Ukrainian News agency reports.

At the same time, it is proposed to leave the terms of the electoral process unchanged - 90 days for the presidential elections and 60 days for the elections of MPs of Ukraine.

According to the Chairman of the CEC, Oleh Didenko, the preparatory period is needed, in particular, to assess the possibility of holding elections in certain territories, analyze the readiness of the electoral infrastructure taking into account the consequences of the war, conduct an analysis by the Ministry of Foreign Affairs and calculate the costs of creating additional overseas polling stations, ensure the interaction of registers in order to clarify information about voters, and implement other CEC measures.

The commission also proposes to enshrine in law the rule that elections are not organized and held in russia and Belarus, although Ukrainian voters from there will be able to vote in neighboring safe states.

As the Ukrainian News agency earlier reported, the CEC proposes to the Verkhovna Rada to regulate elections after the termination or lifting of martial law.

Among the key challenges of post-war or martial law elections, the CEC names millions of Ukrainian voters abroad who need to be provided with the opportunity to vote. According to the CEC, out of 6.5 million Ukrainians abroad, 350,000 voters are registered with the consulates.

In December 2025, President Volodymyr Zelenskyy said, that he had discussed with parliamentarians the possibility of holding elections during martial law and expects that the Verkhovna Rada will present its own vision of this issue.
