The Central Election Commission (CEC) has developed and approved proposals for the legislative regulation of the specifics of the organization and conduct of national elections after the termination or abolition of martial law in Ukraine.
This is stated in the CEC message, Ukrainian News Agency reports.
It is noted that the relevant proposals will be sent to the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning and the working group for the preparation of legislative proposals on the specifics of the procedure for organizing and conducting elections in the conditions of a special period and/or post-war elections in Ukraine.
"We consider the Commission's decision and its specific proposals as a contribution to building a meaningful dialogue at the parliamentary level with the involvement of civil society and all relevant state institutions within the framework of the activities of the working group on the specifics of elections in the post-war or special period," said CEC Chairman Oleh Didenko.
At the same time, the commission does not insist that the proposals it has put forward are the only options for solving the problems of post-war elections.
"On the contrary, we want them to become a stimulus or trigger for a broad discussion to find answers to the question of how to ensure the electoral rights of citizens in the post-war conditions and protect Ukrainian democratic elections from interference by the aggressor state," Didenko noted.
The CEC, with the involvement of representatives of the central executive bodies, MPs of Ukraine, civil society and international institutions, worked within three working groups on:
- mechanisms for updating voter information to ensure the holding of post-war elections;
- proposals for organizing voting for voters who live or are on the territory of a foreign state on the day of voting;
- an action plan for organizing the preparation and holding of post-war elections.
The CEC noted that the proposals developed by the commission are also a contribution to the state's fulfillment of its European integration obligations.
As Ukrainian News Agency earlier reported, among the key challenges of post-war elections or elections under a state of emergency, the CEC names millions of Ukrainian voters abroad who need to be provided with the opportunity to vote.
According to the CEC, out of 6.5 million Ukrainians abroad, 350,000 voters are registered with consular authorities.
In December, President Volodymyr Zelenskyy announced that he had discussed with parliamentarians the possibility of holding elections during martial law and expects the Verkhovna Rada to present its own vision of this issue.
