The Cabinet of Ministers proposes to the Verkhovna Rada to adopt a new draft of the Labor Code of Ukraine.
Prime Minister Yulia Svyrydenko announced this on the Telegram channel, Ukrainian News Agency reports.
According to Svyrydenko, the updated Labor Code should kick-start labor market reform.
Svyrydenko noted that the Ministry of Economy team worked on the creation of the document for more than two years — in partnership with business, trade unions, scientists and with the participation of international partners.
According to her, the document is one of the key steps for implementing the Employment Strategy until 2030, which the government also adopted during the meeting on January 7.
Svyrydenko noted that the code defines 8 features of labor relations, which will help reduce legal uncertainty and bring employment out of the shadows.
Preliminary estimates for de-shadowing the labor market are UAH 43 billion per year.
She also reported that the document provides for flexible employment contracts, the number of types of employment contracts increases from 6 to 9.
The Code clearly regulates modern work formats: remote work, home work, unfixed working hours.
In addition, an employee will be able to conclude several types of employment contracts with an employer.
The new code also provides for the digitalization of employment relations, electronic documents are equated with paper documents in employment relations.
Svyrydenko also noted that it provides for a transparent mechanism for determining the minimum wage, both monthly and hourly, in line with EU standards.
The minimum limit will be determined as a percentage of the average wage, which will be established by the government.
In addition, flexible working hours are provided for employees who have children.
The right to flexible forms of work (remote work, work from home) is fixed, and the rights of both parents to leave to care for a child are also expanded: both the mother and the father will be able to take two months of leave.
Labor inspection reform is also planned: a risk-based approach to inspections is being introduced.
In addition, the document provides for more employment opportunities for young people.
In particular, the code introduces a separate mechanism for safely combining education and the first job - a student employment contract.
The document is to replace outdated labor legislation, formed back in 1971.
