President Volodymyr Zelenskyy has reappointed Olha Reshetylova (Kobylinska), who was previously the Presidential Commissioner for the Protection of the Rights of Servicemen and Their Families, as military ombudsman with legal powers.
This is stated in decree No. 792 of October 15, Ukrainian News Agency reports.
"Appoint Olha Olehivna Kobylinska as Military Ombudsman," the decree states.
Olha Reshetylova (Kobylinska) became the first Ukrainian military ombudsman.
As Ukrainian News Agency earlier reported, in December 2024, Zelenskyy appointed human rights activist Olha Kobylinska (Reshetylova) as the Presidential Commissioner for the Protection of the Rights of Servicemen and Their Families.
On September 17, the Verkhovna Rada legalized the position of the Military Ombudsman.
It is envisaged to create the Office of the Military Ombudsman as an auxiliary body under the President to carry out the functions of civilian democratic control over the observance of the rights of all Defense Forces - active military personnel, fighters of volunteer formations of territorial communities, reservists on exercises, participants in the resistance movement during the occupation, and law enforcement officers participating in hostilities.
The Military Ombudsman will resolve problematic issues regarding military service and consider complaints, may appoint inspections, and develop decisions.
He must report annually to the President and the Verkhovna Rada.
