The Verkhovna Rada legalized the position of military ombudsman. 283 MPs voted for the relevant bill No. 13266, with the minimum required 226, Ukrainian News Agency reports.
This law was initiated by President Volodymyr Zelenskyy in May.
It is assumed that the military ombudsman will be appointed and dismissed by the President. It also provides for the creation of the Office of the Military Ombudsman as an auxiliary body under the President to carry out the functions of civilian democratic control in the security and defense sector.
One of the key functions of the military ombudsman is to identify violations, the causes and conditions leading to them, as well as develop proposals for their minimization and elimination.
The Ombudsman will have the right to prepare and send conclusions and recommendations to commanders (chiefs), military management bodies and other state bodies to increase the effectiveness of protecting the rights of the military.
The Military Ombudsman will consider complaints and conduct inspections regarding alleged violations of rights, and has the right to request and receive necessary information, including restricted data.
The Ombudsman is obliged not to disclose information about the applicant's personal life without his consent.
The Military Ombudsman will submit an annual report on his activities to the President and the Verkhovna Rada by March 30 of the following year. The report will be public (except for restricted information) on the Ombudsman's official website.
As Ukrainian News Agency earlier reported, on November 19, 2024, during the presentation of the Internal Stability Plan of Ukraine to the Verkhovna Rada, Zelenskyy announced that an ombudsman for the rights of military personnel (military ombudsman) would soon appear in Ukraine.
In December 2024, Zelenskyy appointed human rights activist Olha Kobylynska (Reshetylova) as the Presidential Commissioner for the Protection of the Rights of Military Personnel and Their Family Members.
