A commission to investigate the causes of the tragedy in Odesa is starting to work today to find out why the city's warning system did not work properly. Oleksii Kuleba, Vice Prime Minister for Recovery and Minister of Community and Territorial Development Oleksii Kuleba, announced this on his Telegram channel, Ukrainian News Agency reports.

"A temporary commission has been set up at the Odesa Regional Military Administration to check the causes and circumstances of the tragedy. We have to find out why the warning system did not work properly in the city. People did not receive clear information about the risks, schools did not switch to remote mode, and there were no sufficient restrictions on movement around the city. All of this is a matter of safety and human life," he said.

Kuleba noted that on Friday (October 3) he is preparing a report to the country's leadership on the causes and consequences of the tragedy in Odesa, with proposals for a response at the state level: additional assistance to the victims and making appropriate personnel decisions.

According to him, more than 1,000 people have already applied for help due to flooding, falling trees, power outages and property damage, about 300 private and about 400 apartment buildings in the city were damaged by the bad weather.

Due to the weather and the nightly russian shelling, 46,000 consumers remain without electricity in the city, and 161 invincibility points are being prepared to open, where people will be able to recharge their devices and keep warm.

As Ukrainian News Agency earlier reported, President Volodymyr Zelenskyy instructed Kuleba to find out the reasons that led to a large number of deaths due to heavy rainfall in Odesa.

Odesa Mayor Hennadii Trukhanov said that on Tuesday, September 30, almost 2-monthly rainfall fell in Odesa during a large-scale downpour. As a result of the bad weather, 10 people were killed, including a child.
