The draft state budget for 2026 provides for UAH 251.3 billion for pensions, which is UAH 14.4 billion more than in 2025. This is stated in the explanatory note to the draft law of the Cabinet of Ministers on the state budget for 2026 (No. 14000), the Ukrainian News agency reports.
"Expenditures in the amount of UAH 251,311.4 million are provided for pensions, which is UAH 14,385.1 million more than in 2025," the document states.
It is noted that this amount of expenditure will ensure all obligations of the state budget for the payment of pensions, supplements, allowances and increases to pensions, which, in accordance with current legislation, are financed from budget funds, in particular, the increase in pension payments in connection with the increase in the subsistence minimum for persons who have lost their ability to work, the implementation of annual indexation of pensions, as well as the full provision of pension payments to former servicemen and their family members, the number of whom is constantly increasing due to armed aggression.
At the same time, in 2026, in order to reduce the burden on the state budget, the norms introduced in 2025 will be extended regarding the implementation of part of the expenses for the payment of pensions to military personnel from the funds of the solidarity system, additional payments to persons affected by the Chornobyl disaster, the application of coefficients to pension payments, and an increase in the maximum amount of the base for calculating a single contribution from 15 to 20 times the minimum wage (except for income in the form of cash benefits, cash rewards and other payments accrued to military personnel).
In addition, funds in the amount of UAH 50 million have been provided to the Ministry of Social Policy, Family and Unity to create institutional components for the functioning of the funded system of mandatory state pension insurance, which will allow the Ministry to begin work on the introduction of a funded pension insurance system in Ukraine.
As the Ukrainian News agency earlier reported, on September 15, the Cabinet of Ministers approved the draft state budget for 2026 and submitted it to the Verkhovna Rada for approval.
The draft state budget for 2026 provides for the indexation of pensions for 10.3 million pensioners from March 1, 2026.
