The Cabinet of Ministers plans to attract USD 120 billion for arms production in 2026. This is stated in the draft government action program (strategic initiatives of the government), published for discussion and submission of proposals, Ukrainian News Agency reports.
"In 2026, it is planned to attract additional funding from international partners for the production of arms and meeting the needs of the Armed Forces, with a total defense budget of USD 120 billion (including the contribution of Ukraine and partners), while at least 50 percent of arms expenditures will be directed to the purchase of domestically produced products," the document says.
It also provides for the transformation of the defense forces, the implementation of a unified policy for the construction of fortifications and defensive structures, electronic warfare systems and airspace protection, the scaling of domestic production according to the Danish model, the implementation of Defence City and the development of defense innovations, as well as improving military service conditions.
As Ukrainian News Agency earlier reported, on August 14, President Volodymyr Zelenskyy announced that Ukraine already has USD 1.5 billion from partners to purchase US weapons for Ukraine under the new Prioritized Ukraine Requirements List (PURL) mechanism.
Zelenskyy implemented the decision of the National Security and Defense Council on prioritizing national security and defense financing in state budgets for 2026-2028.
In March, the Ministry of Defense announced that in 2025, within the framework of the "Weapons of Victory" initiative, it signed contracts with 12 Ukrainian weapons manufacturers for almost UAH 130 billion.
Among the key requirements for Ukrainian gunsmiths who seek to join the program are mandatory codification, establishment of mass production, and achievement of a localization level of at least 50%.
