President Volodymyr Zelenskyy has put into effect the decision of the National Security and Defense Council (NSDC) on prioritizing national security and defense funding in the state budgets for 2026-2028.
This is stated in decree No. 433 of June 27, the Ukrainian News agency reports.
"To the Cabinet of Ministers of Ukraine: to determine in 2026, 2027, 2028 the main priority of the State Budget of Ukraine is funding under articles related to ensuring the national security and defense of Ukraine," the decree says.
In particular, priority funding is determined in the following priority areas:
- development, production and procurement of new types of weapons and military equipment, in particular modern high-precision missile weapons (missile systems and complexes, as well as cruise missiles), unmanned systems and robotic systems for various purposes, electronic warfare and air defense, artillery weapons, armored vehicles and weapons, ammunition;
- increasing the capabilities of security forces and defense forces;
- strengthening law enforcement agencies and integrated border management;
- ensuring the preparation of the population for national resistance;
- strengthening the state's air defense system and ensuring proper protection of critical infrastructure facilities;
- strengthening the state's cybersecurity and information security system;
- strengthening the state's intelligence and counterintelligence capabilities, intensifying anti-terrorist measures and combating sabotage activities.
The Cabinet of Ministers is also instructed to provide for the possibility of adjusting the amount of spending on national security and defense, taking into account the military-political situation, when preparing draft laws on the state budget for 2026-2028.
The Cabinet of Ministers must also consider the issue of increasing the financial support of military personnel, rank-and-file and command personnel, and police officers in accordance with socio-economic conditions and the military-political situation.
As the Ukrainian News agency earlier reported, the Cabinet of Ministers proposes that the Verkhovna Rada increase funding for the Security and Defense Forces in 2025 by UAH 412 billion.
The 2025 State Budget provides for spending on national security and defense of UAH 2.2 trillion, or 26.3% of GDP.
