In the conditions of international sanctions, the aggressor country russia uses Indonesia to export oil and oil products. This is stated in the message of the Foreign Intelligence Service of Ukraine (FIS).
Thus, it is reported that in 2025 the Indonesian port of Karimun became the largest transshipment point for russian oil. At the same time, the FIS notes that the operation of the terminal is not controlled by the Indonesian authorities, since the terminal is located in a free trade zone and outside the jurisdiction of the country.
According to intelligence, transshipment through Karimun allows the russians to circumvent Western sanctions. At the port, russian oil products are mixed with oil products from other countries. After that, the energy carriers are considered Indonesian, so Western sanctions do not apply to them. Subsequently, the oil products are re-exported to Singapore, Malaysia and China.
Since the beginning of the year, 590,000 tons of fuel oil have been exported from the port of Ust-Luga (russia) through Karimun (in January-March 2024 - about 100,000 tons). In addition, in 2025, for the first time, about 217,000 tons of diesel; 50,000 tons of oil; 217,000 tons of diesel fuel were shipped from russia to the port.
During March-April 2025, at least three cargoes arrived in Karimun on tankers that are under EU and UK sanctions. The intermediaries in the trade of sanctioned goods are little-known trading firms that often change their names before arriving at their final destinations.
As the Ukrainian News agency earlier reported, a hundred tankers from russia's "shadow fleet" fell under new UK sanctions.
