Access of notaries and state registrars to State Register of Real Property Rights still limited until data updated – Justice Ministry

The Ministry of Justice resumed the functioning of the Unified and State Registers of the ministry on January 20 after a large-scale russian cyberattack, but currently the access of notaries and state registrars to the State Register of Real Property Rights is limited for the period of updating data on encumbrances by state and private executors.

The Ministry of Justice reported this on the Telegram channel, the Ukrainian News agency reports.

In particular, it is reported that the following registers are already operating:

- State Register of Real Property Rights;

ADVERTISING

- State Register of Encumbrances on Movable Property;

- Automated System of Enforcement Proceedings;

- Electronic Register of Apostilles;

- Unified Register of Convicted Persons and Persons Taken into Custody;

⁠- Automated System "Bankruptcy and Insolvency";

- Unified State Register of Persons to whom the provisions of the Law "On Purification of Power" have been applied.

It is also reported that a number of electronic information interactions are being restored with state bodies that use data exchange with the above-mentioned registers in their activities, primarily with the State Tax Service, the Ministry of Interior Affairs, the State Migration Service, the Pension Fund, the Ministry of Digital Transformation, the State Service of Geodesy, Cartography and Cadastre, and the State Border Guard Service.

It is noted that in the near future, access to online services related to the above-mentioned registers will be restored on the portal and in the Diia application.

As the Ukrainian News agency earlier reported, on January 20, Deputy Prime Minister for European and Euro-Atlantic Integration - Minister of Justice Olha Stefanishyna informed that the Ministry of Justice had completed work on restoring state registers after the largest cyberattack by the russians.

On December 19, 2024, a large-scale failure of state registers occurred in Ukraine after a russian cyberattack.

The work of all state registers accountable to the Ministry of Justice was suspended. Deputy Prime Minister Olha Stefanishyna stated that the data leak is not confirmed, and that restoration will take at least 2 weeks.
