Justice Ministry completes work on restoring registers – Stefanishyna

The Ministry of Justice has completed work on restoring state registers after the largest cyberattack by the russians.

Deputy Prime Minister for European and Euro-Atlantic Integration – Minister of Justice Olha Stefanishyna announced this on Facebook, the Ukrainian News agency reports.

"The infrastructure of state registers has been restored after the largest cyberattack by the Russians. This means that state registers are ready to work again. The Russians have not achieved their goal. Step by step, we restored key registers for notaries, then the State Registration of Civil Status Acts, the Unified State Register, and now the work on restoring the last part of the registers has been completed. The final step is to update the data entered during the restoration, which is already being done by specialists from the executive service and private executors," she said.

Stefanishyna emphasized that the data of Ukrainians was not lost.

She also noted that the Ministry of Justice team learned important lessons from this cyberattack and is already implementing systemic changes.

In particular, Stefanishyna reported that the Ministry of Justice has terminated cooperation with the head of the State Enterprise "National Information Systems", the criminal proceedings that were opened immediately after the attack are ongoing, the first audit of the National Information Systems was conducted, in addition, an internal investigation is ongoing.

She also noted that the Verkhovna Rada supported in the first reading bill No. 11290, which provides for the creation of a professional network of cybersecurity specialists in all state institutions that process important data of Ukrainians.

According to her, this is part of the "Pentagon for state registers".

In addition, the Ministry of Justice is actively involving the experience and expertise of partner countries.

As the Ukrainian News agency earlier reported, on December 19, 2024, a large-scale failure of state registers occurred in Ukraine after a russian cyberattack.

The work of all state registers accountable to the Ministry of Justice has been suspended. Deputy Prime Minister Olha Stefanishyna stated that the data leak is not confirmed, and that restoration will take at least 2 weeks.
