The strategic partnership agreement between the aggressor country russia and North Korea provides for the sending of troops and military assistance to each other.

House of Representatives member Wi Sung-lac, who was previously Seoul's ambassador to russia, told The Korea Herald that entering the war against Ukraine is “not a bad deal at all” for North Korea. According to him, at the expense of the russian federation, the DPRK is largely solving the food and financial crisis. Currently, in exchange for artillery shells, russia supplies the DPRK with tons of rice and also helps with advanced space technologies, the publication writes.
"North Korea is on record as having fought for Russia. If there ever is a war on the Korean peninsula, North Korea can now expect Russia to come and help," Wi said.
Nam Sung-wook, the former president of the Institute for National Security Strategy (INSS), believes that the significance of North Korea's joining the war in Ukraine is being "downplayed".
"North Korea and Russia’s military cooperation is going to last beyond the war. They agreed to provide immediate military assistance if either of them is attacked under the mutual defense pact, which is binding," he said.
He said that North Korea "will remain useful to Russia as a bargaining chip" in negotiations with the next U.S. administration.
As the Ukrainian News agency earlier reported, on October 31, the Permanent Representative of Ukraine to the UN, Serhii Kyslytsia, stated that generals of the General Staff of the Korean People's Army (KPA) are on the territory of the aggressor country of russia.
On October 30, the American TV channel CNN reported with reference to its own sources that a small number of North Korean troops are already on the territory of Ukraine.
On October 28, NATO Secretary General Mark Rutte officially confirmed the deployment of North Korean troops in the Kursk Oblast of russia.
