The Ministry of Health has developed a bill on the liquidation of medical and social expert commissions (MSEC).
This was said by the head of the department, Viktor Liashko, during an hour of questions to the government, Ukrainian News Agency reports.
"I fully share the dissatisfaction with the outdated, unfriendly to people and largely corrupt system of the medical and social expert commission. It is time to replace it with a new one, which will be based on radically different principles, where the focus will be on the person and his needs. These principles are laid down in the bill, which the Ministry of Health began to prepare still in 2023 in close cooperation with patient organizations and experts," he said about the scandals surrounding MSECs.
According to Liashko, the bill on the liquidation of MSEC has been submitted by the Ministry of Health for consideration by the government and, if approved, will be submitted to the Verkhovna Rada.
The Minister of Health noted that, according to the bill, instead of individual 328 MSECs, expert teams of practicing doctors will start to work on the basis of multidisciplinary hospitals.
Liashko said that the new system of commissions will be digitized, thanks to which the treating doctor will be able to send the case for evaluation electronically, and the results of the evaluation will automatically enter the unified information system.
"The system will format the composition of the team of doctors on a random basis, taking into account the necessary specialization, that is, the doctors will not know the name of the patient until the moment of the evaluation, and the patient will not know the name of the doctors who will conduct the given evaluation. This will exclude the possibility of previous corrupt agreements, in particular, those that became known about recently," Liashko added regarding the new system of commissions.
As Ukrainian News Agency earlier reported, the functions of the central medical and social expert commission (MSEC) will be performed by the Ukrainian State Research Institute of Medical and Social Disability Problems.
It will be recalled that Zelenskyy instructed the Cabinet of Ministers to initiate the liquidation of MSEC. And also conduct a full audit of the pensions of officials who have registered their disabilities. This decision was made due to numerous facts of violations of the MSEC and false disabilities of employees of state structures.
