President Volodymyr Zelenskyy instructed the Cabinet of Ministers to develop and submit to the Verkhovna Rada a bill with the aim of urgently reforming the system of medical and social expertise in Ukraine, providing, in particular, the liquidation of medical and social expert commissions from December 31, 2024.
This is stated in the decree No. 732 of October 22, Ukrainian News Agency reports.
With this decree, Zelenskyy implemented the decision of the National Security and Defense Council of October 22 "Regarding combating corruption and other offenses during the establishment of disability for officials of state bodies."
In particular, the Cabinet of Ministers, together with the Ministry of Health, is instructed to submit to the Verkhovna Rada within a month a bill on the introduction of assessment of a person with a limitation of daily functioning, developed with the aim of ensuring the urgent reform of the system of medical and social expertise in Ukraine, providing, in particular, the liquidation of medical and social expert commissions from December 31, 2024.
In addition, the Cabinet of Ministers, together with the Ministry of Social Policy, is tasked with urgently submitting to the Verkhovna Rada a bill on revising the system and mechanism of calculating pension payments to officials of state bodies to ensure justice in the relevant field.
Together with the Prosecutor General's Office, the Cabinet of Ministers should urgently submit a bill on normalizing the procedure for calculating wages and pensions for employees of the prosecutor's offices and ensure the re-examination of the decisions of the MSECs, on the basis of which the prosecutors were found to be disabled.
Together with the State Border Guard Service, the Cabinet of Ministers should work out within a month the issue of making changes to the normative legal acts regarding the peculiarities of crossing the state border by former officials of state bodies who have disabilities, with the determination of the list of their documents that will be subject to verification.
The Cabinet of Ministers is also tasked to ensure the formation by the Ministry of Health together with the State Bureau of Investigation, the Security Service of Ukraine, the National Police, regional and Kyiv City Military Administrations, within a week, of working groups to review the decisions of the MSECs regarding the establishment of disabilities for officials of the relevant state bodies.
Within a three-month period, the Ministry of Health must report on the results of the inspection, in the event that facts of unjustified adoption of such decisions are discovered, initiate their review and inform law enforcement agencies.
The Ministry of Health, together with the Ministry of Digital Transformation, must submit to the Cabinet of Ministers a plan for digitalization of all stages of medical and social expert commissions within two weeks.
The Cabinet of Ministers is also tasked with ensuring that, together with the Pension Fund, the State Bureau of Investigation, the National Police, and the Security Service of Ukraine, within a week, the audit of disability pension payments to government officials is conducted.
As Ukrainian News Agency earlier reported, Zelenskyy held a meeting of the National Security Council due to abuses occurring in the MSECs and information about the massive acquisition of disability groups by prosecutors.
Zelenskyy believes that Prosecutor General Andrii Kostin should bear political responsibility for the situation in the prosecutor's offices.
