Prime Minister Denys Shmyhal suggests the possibility of increasing the subsistence minimum and the minimum wage in the second half of 2025.
This is stated in Shmyhal's response to an electronic petition to the Cabinet of Ministers regarding salary increases for public sector employees, Ukrainian News Agency reports.
In particular, Shmyhal noted that according to clause 24 of the "Final provisions" section of the bill on the state budget for 2025, the Cabinet of Ministers, in case of positive dynamics of changes in the forecast macro-indicators of the economic and social development of Ukraine based on the results of the implementation of the state budget in the first half of 2025 and taking into account the possibilities of resource part of the state budget, is instructed to consider the possibility of increasing the subsistence minimum and the minimum wage.
Shmyhal emphasized that even in the conditions of martial law and the priority allocation of state budget expenditures to the needs of the Armed Forces of Ukraine and other military formations and state bodies involved in repelling russia's armed aggression, the government fulfilled the norms of labor legislation regarding the size of the minimum salary for employees of institutions, institutions and organizations financed from the budget.
He reminded that for the third year in a row, under the conditions of martial law in the country, all social expenses are financed by the funds of international donors.
Shmyhal noted that in view of the above issue, the further increase in the salary of employees of the budget sector will be considered taking into account the need for rational and effective use of funds from budgets of all levels in the conditions of the limited revenue part of the budget during martial law and the principle of balance, which is one of the key principles budget system.
As Ukrainian News Agency earlier reported, the 2025 state budget draft does not provide for an increase in the subsistence minimum and the minimum wage.
The budget declaration of the Cabinet of Ministers for 2025-2027 also does not foresee an increase in the minimum wage, it is planned that it will remain at the level of UAH 8,000.
