The representative of the post office is obliged to deliver the summons to the territorial recruitment and social support center personally to the addressee.
This is stated in Cabinet Resolution No. 1147 of October 8, the Ukrainian News agency reports.
Corresponding changes have been made to the Rules for the provision of postal services.
A summons to summon or notify conscripts, persons liable for military service and reservists to territorial recruitment and social support centers can be sent by registered mail with a description of the attachment and a notice of delivery marked "Summons to territorial recruitment and social support center", "Deliver in person".
"Registered letters marked "Summons to territorial recruitment and social support center" during delivery to the specified address are delivered personally to the addressee (recipient)," the resolution reads.
In the absence of the addressee (recipient) at the address indicated on the registered letter, the post office employee informs the addressee using the available telephone number and/or places a notification of the receipt of the registered letter marked "Summons to territorial recruitment and social support center" in the subscriber's mailbox.
If within 3 working days after being notified by the post office, the addressee has not appeared to receive the registered letter, the post office employee makes a mark "the addressee is absent at the specified address", which is certified by his signature and affixing the postal stamp and no later than during the next working day returns such a letter to the sender.
When delivering a postal item marked "Deliver in person", an internal registered letter marked "Summons to territorial recruitment and social support center", the addressee confirms this fact with his signature and indicates his surname and initials or first and last name.
In the event that the addressee refuses to certify with his signature the fact of refusal to receive a registered letter marked "Summons to territorial recruitment and social support center", the post office worker marks "Addressee refused" and returns it to the sender no later than within the next working day.
As the Ukrainian News agency earlier reported, the Cabinet of Ministers reduced the deadline for summoning a reservist or a person liable for military service to a territorial recruitment and social support center from the day the summons was sent by mail.
Now, the day of appearance at the summons of a reservist or a person liable for military service from a settlement that is the administrative center of the region is determined within 7 days, and from other settlements - within 10 days from the date of sending the summons.
In June, the Cabinet of Ministers made changes to the rules for notifying conscripts, persons liable for military service and reservists by mail, in particular, now when summonses are sent by mail, notice of delivery is provided.
In July, the Cabinet of Ministers allowed the formation and printing of summonses using the Oberih register.
