The Cabinet of Ministers has approved the procedure for providing monetary assistance to Ukrainians under the "National Cashback" program, according to which citizens will receive compensation of 10% of the value of Ukrainian goods purchased by them.
This is stated in the message of the Ministry of Economy, Ukrainian News Agency reports.
The program will be launched on September 2.
It is noted that the funds received as part of the cashback can be spent on services - medical, utility, sports, cinema, train tickets, or can be donated to the Armed Forces of Ukraine or buy military bonds.
The maximum amount of cashback is UAH 3,000 per month.
"Cashback is an opportunity to support Ukrainians financially, especially on the eve of the start of the heating season, because the funds received from cashback can be spent, in particular, on paying for utilities... Cashback as a form of state support for citizens is more effective for the economy than simply providing funds, because it creates additional demand for Ukrainian goods. This creates jobs in Ukraine and provides tax revenues," stressed Yuliya Svyrydenko, First Vice Prime Minister and Minister of Economy.
According to her, up to 40% of funds spent on Ukrainian goods are returned to the budget through taxes and go to the needs of the Armed Forces of Ukraine.
Cashback will be provided for Ukrainian-made goods, including medicines and medical products. Cashback will not be applied to excise goods.
The participation of buyers, manufacturers and sellers in the program is voluntary, so whether there is a cashback for a specific product in a specific store, the store will inform the buyer. This can also be checked on the program's website.
To receive cashback, a citizen must open a special account and receive a virtual or physical card in his bank or in the application, give consent to the transfer of transaction data when purchasing goods from selected cards, and then select the "National Cashback" service in the Diya mobile application.
Funds accumulated during the month will be credited to the created card once a month until the 20th of the following month. For example, cashback for goods purchased in September will be credited to the account by October 20. It will be impossible to withdraw cash from the account where cashback funds are credited.
Cashback funds accrued in 2024 can be used until January 31, 2025.
According to Svyrydenko, the "National Cashback" will also contribute to the unshadowing of trade, the cashback will be credited only to purchases that will be made without cash and will be reflected in the fiscal receipts of sellers.
Accordingly, only merchants who ensure the transfer of information about completed settlement operations and are on the general taxation system can participate in the program.
As Ukrainian News Agency earlier reported, in February, President Volodymyr Zelenskyy announced that the Ukrainian cashback program "Buy Ukrainian" is being developed, when for the purchase of certain types of goods and services produced in Ukraine, citizens of Ukraine will be able to receive a refund of part of the funds on a special card.
In July, the Cabinet of Ministers submitted to the Verkhovna Rada a bill on the "Made in Ukraine" program, which provides cashback for the purchase of Ukrainian products.
Yaroslav Zhelezniak, a member of the Verkhovna Rada from the Holos faction, believes that the introduction of the "Buy Ukrainian" cashback program will enable the state to monitor the transactions of Ukrainians.
