After the law on improving mobilization comes into force on May 18, certain categories of citizens of military age must carry military accounting documents during border crossings.
The spokesman for the State Border Guard Service, Colonel Andrii Demchenko announced this, Ukrainska Pravda reports.
"From May 18, 2024, inspectors of the State Border Guard Service of Ukraine at checkpoints will check the presence of a military accounting document of certain categories of citizens.
According to the norms of Ukrainian legislation during the period of martial law or mobilization (except for the target) male citizens of Ukraine aged 18 to 60 years are required to carry a military accounting document together with an identity document and present them at the request of a border guard in the border strip, the controlled border district and at checkpoints across the state border of Ukraine," said Demchenko.
Such a duty is provided for by amendments to the laws of Ukraine "On the Legal Regime of Martial Law" and "On Mobilization Training and Mobilization," which will enter into force this Saturday, May 18.
The State Border Guard Service submitted a list of men who will be required to provide a military accounting document for verification:
- booked for the period of mobilization and for wartime;
- recognized in accordance with the conclusion of the military medical commission as unfit for military service for health reasons;
- who have three or more children under the age of 18 dependent on them;
- who independently raise a child;
- who have a child (children) under the age of 18 and a husband (wife) who performs military service in one of the types of military service;
- as well as other categories of persons defined by Art. 23 of the Law of Ukraine "On Mobilization Training and Mobilization."
Who will not be affected by the relevant changes?
At the same time, this will not apply to the categories of citizens specified in certain paragraphs of the Rules for crossing the state border by citizens of Ukraine. These include:
- persons with disabilities;
- those accompanying persons with disabilities and children with disabilities;
- drivers carrying medical supplies and humanitarian aid, carrying out international transportation of goods and passengers;
- identified persons for individual positions and public service, employees of railway transport enterprises and related to the maritime and aviation industry, etc.
The order of departure of this category of persons remains unchanged.
"We draw attention to the fact that in accordance with part seven of article 23 of the Law of Ukraine "On Mobilization Training and Mobilization" (as amended from May 18, 2024), the verification of the grounds for granting deferral from conscription during mobilization and its registration is carried out by territorial recruitment and social support centers, the press service of the State Security Service reported.
As the Ukrainian News agency earlier reported, territorial recruitment centers will issue fines in absentia for violation of mobilization legislation.
On May 9, the Verkhovna Rada introduced a fine for violation of defense legislation, mobilization training and mobilization in a special period in the amount of UAH 17,000 to UAH 25,500.
