Svitlana Vasylivna Hrynchuk, Minister of Energy of Ukraine from July 17 to November 19, 2025.

Place of birth

Born on November 11, 1985, in Chernivtsi.

Education

In 2008, she graduated from the Chernivtsi Institute of Trade and Economics of the State University of Trade and Economics, where she majored in Finance and received a Master’s degree in Finance.

From May 2009 to May 2012, she pursued postgraduate studies at the National Scientific Center “Institute of Agrarian Economics” of the National Academy of Agrarian Sciences of Ukraine.

In May 2014, she was awarded the degree of Candidate of Economic Sciences in the specialty of Money, Finance, and Credit.

She began her career at the Kyiv National University of Trade and Economics in 2008 as a lecturer in the Faculty of Finance.

In 2012, she became a research associate at the National Scientific Center “Institute of Agrarian Economics” of the National Academy of Agrarian Sciences of Ukraine.

She actively participated in the development of the theoretical and methodological foundations of state financial policy aimed at stimulating the efficient production of competitive agricultural products.

Career

In 2016, Hrynchuk became the head of the Department of Climate Change and Ozone Layer Protection at the Ministry of Environmental Protection of Ukraine.

In this role, she helped ensure Ukraine’s implementation of the Paris Climate Agreement, as well as its compliance with international obligations under the Kyoto and Montreal Protocols on the protection of the ozone layer.

In 2019, Svitlana Hrynchuk became an advisor to the Prime Minister of Ukraine on environmental protection and climate change on a pro bono basis, and in 2020, she served as an advisor to the Minister of Finance, also on a pro bono basis.

In 2021, Hrynchuk co-founded the non-governmental organization “ESG Association Ukraine” and was also involved in entrepreneurial activities in the field of public relations.

In 2022, Svitlana Hrynchuk became Deputy Minister of Environmental Protection and Natural Resources of Ukraine, responsible for the ministry’s European integration.

In September 2023, she moved to the position of Deputy Minister of Energy of Ukraine, simultaneously heading the ministry’s reform office.

On September 5, 2024, Hrynchuk was appointed Minister of Environmental Protection and Natural Resources of Ukraine.

On July 17, 2025, she was appointed Minister of Energy of Ukraine.

On November 12, 2025, Prime Minister Yulia Svyrydenko submitted a motion to the Verkhovna Rada to dismiss Hrynchuk. The reason was a high-profile NABU investigation into abuses in the energy sector during the construction of protective structures.

There was also a major scandal when, during the trial, the prosecutor revealed that Hrynchuk had repeatedly spent the night with another defendant in the case, Minister of Justice and former Minister of Energy Herman Halushchenko. Hrynchuk herself denies this. 

On November 19, 2025, the Rada dismissed Hrynchuk from her position as Minister of Energy.

Known as a civil servant and political figure.

Family

She was married to Vyacheslav Hrynchuk, an entrepreneur in the amusement park and theme park industry and one of the founders of the NGO “Office of Independent Ecologists.”

She gave birth to a daughter during her marriage.

After 2022, Svitlana Hrynchuk stopped mentioning her husband in her financial disclosure statements.
