Ombudsman Lubinets predicts heated discussions regarding constitutionality of Zelenskyy's initiative on multiple citizenship

Dmytro Lubinets, the Verkhovna Rada Commissioner for Human Rights, predicts heated discussions regarding the constitutionality of President Volodymyr Zelenskyy's initiative on multiple citizenship.

Lubinets announced this in the Telegram channel, Ukrainian News Agency reports.

"Someone says that the Constitution directly prohibits having two passports, but there will definitely be experts in the field of constitutional law who will definitely say: no, our Constitution allows having dual, multiple citizenship," he said.

As Ukrainian News Agency earlier reported, on Monday, January 22, President Volodymyr Zelenskyy introduced a bill on the introduction of multiple citizenship to the Verkhovna Rada. According to Zelenskyy, this will make it possible to have Ukrainian citizenship for all ethnic Ukrainians and their descendants from different countries of the world, except for citizens of russia.

According to Article 4 of the Constitution of Ukraine, there is a single citizenship in Ukraine, the grounds for acquiring and terminating Ukrainian citizenship are determined by law.

Changes to the Constitution during martial law are not possible.
