State budget implemented with UAH 583.9 billion deficit in 7M

For 7 months of 2023, the state budget was implemented with a deficit of UAH 583.9 billion.

This is evidenced by the data of the Ministry of Finance, Ukrainian News Agency reports.

According to operational data of the State Treasury Service, for July 2023, the general fund of the state budget received UAH 136.7 billion.

Among the payments from the tax and customs authorities, the main revenues were received at the expense of:

- UAH 30.8 billion - value added tax on goods imported into the customs territory of Ukraine;

- UAH 18.7 billion - value-added tax on goods produced in Ukraine (UAH 28.7 billion were collected, UAH 10 billion were reimbursed);

- UAH 15.2 billion - personal income tax and military duty;

- UAH 8.7 billion - excise tax;

- UAH 5.4 billion - rent payment for subsoil use;

- UAH 3.2 billion - corporate income tax;

- UAH 2.4 billion - import and export duties.

Another important source of state budget revenues in July of this year were funds received by Ukraine in the form of international aid (grants): its volume at the end of the month amounted to UAH 47.6 billion. The funds came from the United States of America.

For January-July 2023, the general fund of the state budget received more than UAH 1,006.1 billion.

Among the payments received from the tax and customs authorities, the following main revenues were received:

- UAH 192.5 billion - value added tax on goods imported into the customs territory of Ukraine;

- UAH 107 billion - value added tax on goods produced in Ukraine, of which UHA 189 billion were collected, UAH 82 billion were reimbursed;

- UAH 95.4 billion - personal income tax and military duty;

- UAH 71 billion - corporate income tax;

- UAH 58.9 billion - excise tax;

- UAH 35.3 billion - rent payment for subsoil use;

- UHA 16.9 billion - import and export duties.

At the same time, the implementation of the income statement by the State Tax Service amounted to 102.8% (+UAH 11 billion), and by the State Customs Service to 98.4%.

The next important source of state budget revenues in January-July this year was funds received by Ukraine in the form of international aid (grants) - UAH 317.2 billion.

The largest donor of grant support in January-July 2023 is the United States of America (UAH 310.8 billion).

Also, on an irrevocable basis, Ukraine received financing from Germany, Spain, Finland, Ireland, Switzerland, Belgium, Iceland in the total amount of up to UAH 6.4 billion.

The funds were directed to the state budget of Ukraine through the Trust Fund of the World Bank within the framework of the PEACE project.

In January-July 2023, the income of the single social contribution to the Pension Fund and social insurance funds amounted to UAH 263.7 billion, of which UAH 39.4 billion were received in July.

In general, according to the results of January-July 2023, the general and special funds of the state budget received UAH 1,477.2 billion of taxes, fees and other payments.

According to operational data of the State Treasury Service for January-July 2023, cash expenditures of the state budget amounted to UHA 2,066.9 billion, including the general fund - UAH 1,639.5 billion, or 93.4% of the schedule for the reporting period.

In the seven months of 2023, the state budget was implemented with a deficit in the amount of UAH 583.9 billion, including the general fund - in the amount of UAH 627.6 billion, against the planned deficit of the general fund for January-July 2023 in the amount of UAH 1,088.5 billion.

As Ukrainian News Agency earlier reported, for the first half of 2023, the state budget was executed with a deficit of UAH 476.3 billion.
