State budget fulfilled with a deficit of UAH 476.3 billion

In the first half of 2023, the state budget was fulfilled with a deficit of UAH 476.3 billion.

This follows from the data by the Ministry of Finance, the Ukrainian News agency reports.

According to operational data of the State Treasury Service, in June 2023, the state budget's general fund received UAH 133.7 billion.

Among the payments, the execution of which is controlled by tax and customs authorities, the main revenues were received at the expense of:

- UAH 28.7 billion – VAT on goods imported into the customs territory of Ukraine;

- UAH 17.5 billion – VAT on goods produced in Ukraine (UAH 27.9 billion collected, UAH 10.3 billion reimbursed);

- UAH 15.0 billion – personal income tax and military duty;

- UAH 8.8 billion – excise tax;

- UAH 4.5 billion – rent payment for subsoil use;

- UAH 2.6 billion – import and export duties;

- UAH 2.3 billion – corporate income tax.

At the same time, the implementation of the monthly income statement by the State Tax Service amounted to 101.1% (+UAH 0.6 billion), by the State Customs Service – 106.8% (+UAH 2.0 billion).

Another important source of state budget revenues in June was funds received by Ukraine in the form of international aid (grants): its volume at the end of the month amounted to UAH 44.4 billion.

The funds came from the United States and Finland.

According to operational data of the State Treasury Service, for the first half of 2023, the state budget's general fund received UAH 869.4 billion.

Among the payments, the execution of which is controlled by the tax and customs authorities, the following main receipts were received:

- UAH 161.6 billion - VAT on goods imported into the customs territory of Ukraine;

- UAH 88.3 billion - VAT on goods manufactured in Ukraine, of which 160.3 billion was collected, 72.0 billion were reimbursed;

- UAH 67.9 billion – corporate income tax;

- UAH 80.2 billion - personal income tax and military duty;

- UAH 50.2 billion – excise tax;

- UAH 29.9 billion – rent payment for subsoil use;

- UAH 14.4 billion - import and export duties.

At the same time, the implementation of the income statement by the State Tax Service amounted to 103.1% (+UAH 10.4 billion), and by the State Customs Service - 100.9% (+UAH 1.6 billion).

The following important source of state budget revenues in the first half of 2023 was the funds received by Ukraine in the form of international aid (grants) - UAH 269.6 billion.

The largest donor of grant support in this period is the United States (UAH 263 billion).

Also, on an irrevocable basis, Ukraine received financing from Germany, Spain, Finland, Ireland, Switzerland, Belgium, and Iceland up to UAH 6.4 billion. The funds were directed to the state budget of Ukraine through the Trust Fund of the World Bank within the framework of the PEACE project.

In the first half of 2023, the income of the Social Security Administration to the Pension Fund and social insurance funds amounted to UAH 224.3 billion, of which UAH 42.6 billion were received in June.

According to the results of the first six months of the current year, the general and special funds of the state budget received UAH 1,302.2 billion in taxes, fees, and other payments.

According to the operational data of the State Security Service for the first half of 2023, cash expenditures of the state budget amounted to UAH 1,784.3 billion, including the general fund - UAH 1,407.6 billion, or 93.5% of the schedule for the reporting period.

In the first half of 2023, the state budget was implemented with a deficit in the amount of UAH 476.3 billion, including the general fund in the amount of UAH 532.7 billion, against the planned deficit in the amount of UAH 931.8 billion in the first half of 2023.

As the Ukrainian News agency earlier reported, in the first half of 2023, the state budget was implemented with a deficit in the amount of UAH 341.2 billion.
