Smilianskyi sums up his 10 years at Ukrposhta. Here's what really happened

Ihor Smilianskyi, the head of Ukrposhta, reflected on his 10 years in office and compiled a list of his top 10 achievements. He shared this in a Facebook post.

"I know what I’ve done and where I’ve made mistakes. I am fully aware—though calm about it—that I am certainly not the most popular person in the country. But I wasn’t appointed to this position to build a political career or win the people’s affection, he wrote.

Among his achievements, the head of Ukrposhta listed:

  • Staff salaries: from UAH 2,200 (about USD 88) to UAH 17,335, nearly USD 400.
  • 98% on-time delivery (as of May 2026).
  • Expansion of the network of postal kiosks.
  • Production of patriotic stamps.

Smilianskyi also stated that after many years of losses, the company began operating at a profit, but cited only three profitable years: 2019–2021. All other years were unprofitable, according to the company’s financial report.

Ukrposhta earned USD 27.7 million in profit from 2007 to 2015, whereas from 2016 to 2024 (under Smilianskyi’s leadership), it incurred USD 74 million in losses (referring to net financial results after taxes).

The years 2016–2018 and 2022–2024 were unprofitable. 

The highest profit in both currencies was recorded in 2019—UAH 405.4 million or USD 15.7 million (but in that year, Ukrposhta received UAH 500 million from the state budget as compensation for the delivery of pensions), the largest loss—in 2022, the first year of the full-scale invasion—was UAH 1.26 billion, or USD 38.9 million.

Well, to put it briefly—yes, we should have done better. But my colleagues [journalists—Ed.] clearly didn’t look closely at the financial reports and didn’t take into account factors such as the doubling of the minimum wage, the COVID-19 crisis, the war, and underinvestment,” Ihor Smilianskyi stated in a comment to the Ukrainian News agency. 

The current CEO of Ukrposhta, Ihor Smilianskyi, has held his position since April 20, 2016, initially as acting CEO and, since September 2018, on a full-time basis.

Smilianskyi previously noted that his total pre-tax income, including his salary and a 15% allowance for access to state secrets, amounts to UAH 11,723,286 per year—an average of UAH 970,009 per month, which exceeds, for example, the salary of the US president.
