Polish Prime Minister Donald Tusk said at the EU summit on June 18 that Poland would not agree to a situation in which decisions on security issues and relations with russia would be made by the largest countries - without Poland's participation.

During Thursday's discussion, some EU leaders criticized the actions of the cabinet of European Council President António Costa, which established contacts with Moscow. There were accusations that not everyone was warned about this in advance.
The journalist of the publication found out that during Thursday's discussion, the issue was not only about the fact of the negotiations themselves, but also about the way they were conducted and the risk of political consequences.
According to the EU diplomat, Poland, the Baltic countries and some of the Nordic countries warned against excessive trust in the Kremlin. It is indicated that this was a warning not to fall into the trap set by Moscow and to remember how putin acts.
Meanwhile, Costa explained to the leaders that he was not conducting any substantive negotiations with russia. As he argued, maintaining "communication channels" was only intended to ensure the readiness of the European Union in the event of the start of peace negotiations. He also argued that Ukrainian President Volodymyr Zelenskyy himself had repeatedly called for greater EU involvement in the peace process and proposed holding talks with Moscow.
During the debate, a dispute also arose over who should represent the EU in possible negotiations with russia. Prime Minister Donald Tusk allegedly stated that Poland would not consider itself bound to abide by decisions made in formats in which it is not represented. The publication called this a signal to the idea that the largest European states should play the main role.

In the end, most leaders supported maintaining the coordinating role of the President of the European Council. As it was argued, since the Union already has a relevant institution, there is no need to create new formats of representation. Costa represents 27 countries, so Poland could also agree to such a decision.
