Government restricts military personnel's access to gambling

The government has decided to restrict military personnel’s access to gambling during martial law. It was announced by the Ministry of Digital Transformation, according to the Ukrainian News agency.

Specifically, it is noted that the Cabinet of Ministers adopted a resolution launching the implementation of a mechanism to restrict military personnel’s access to gambling.

“The decision was developed in collaboration with the Ministry of Defense. Its goal is to protect military personnel from the risks of gambling addiction and to minimize the associated security risks. Technical preparations are currently underway to launch automatic verification through state electronic registries," the statement reads.

It is noted that once technical integration is complete, when registering or logging into a legal casino, user data will be automatically verified not only in the Registry of persons which restricts access to gambling, but also in the Registry of military personnel, which is being implemented by the Ministry of Defense. If the system confirms that a person is currently serving in the military, access to the game will be blocked.

At the same time, gambling operators will receive only information regarding the existence of a restriction on access to gambling, without specifying the grounds for its application—in particular, whether it is related to military service or other restrictions.

Currently, PlayCity and the Ministry of Defense are working on the necessary changes and populating the registries, which will ensure automatic verification of restrictions on access to gambling. Data exchange between government agencies will take place through the “Trembita” electronic interaction system.

As the Ukrainian News agency earlier reported, in May, the Cabinet of Ministers decided that Prime Minister Yuliia Svyrydenko, instead of the head of the Ministry of Digital Transformation, would coordinate the activities of the state agency “PlayCity,” which is responsible for gambling and lotteries.

In May 2025, the Cabinet of Ministers established the state agency “PlayCity,” which is responsible for gambling and lotteries, replacing the dissolved Commission for the Regulation of Gambling and Lotteries (KRAIL). It reported to the Ministry of Digital Transformation.

In January 2026, the Verkhovna Rada appointed the First Deputy Prime Minister and Minister of Digital Transformation, Mykhailo Fedorov, to the position of Minister of Defense. Since then, Deputy Minister Oleksandr Borniakov has been serving as acting Minister of Digital Transformation.
