NBU will defend in court legality of fine of over UAH 135 million imposed on owner of City24 terminal network

The National Bank will defend in court the legality of the enforcement measure — in the form of a fine — imposed on LLC “FC Swift Garant” (City24) for violating the requirements of legislation regarding the prevention and counteraction of legalization (money laundering) of proceeds derived from criminal activity, the financing of terrorism, and the financing of the proliferation of weapons of mass destruction, which the institution has challenged in court.

This is stated in a press release from the NBU, the Ukrainian News agency reports.

City24 is one of the market leaders in payment acceptance and money transfers in Ukraine; it is operated by the non-bank financial institution LLC “FC ‘SWIFT GARANT’” (EDRPOU code 39859339). The network comprises over 20,000 payment terminals and operates in 2,000 localities across Ukraine.

In May 2026, the National Bank fined Avangard Bank UAH 2 million, “FC ‘Kontraktovyi Dim’” LLC – UAH 135.15 million, “SWIFT GARANT” LLC – UAH 135.15 million, PJSC “Insurance Company ‘VUSO’” – UAH 40.7 million, “1 SAFE AGENCY FOR NECESSARY LOANS” LLC – UAH 6.1 million, “A FINANCE” Financial Company LLC – UAH 800,000, FC “MBK” LLC – UAH 799,000, PT “LOMBARD No. 1” LIMITED LIABILITY COMPANY “CONTRACT-GROUP AND COMPANY” – UAH 200,000, LLC “FC ‘ALLIANCE CAPITAL GROUP’” – UAH 100,000.

In addition, LLC “FC ‘ALFA-INVEST GROUP’” received a written warning.

As the Ukrainian News agency earlier reported, the number of participants in the non-bank financial market in May 2026 decreased by five institutions—to 744 (from 749), while the number of banks holding a banking license remained unchanged at 59.
