On June 16, the Ministry of Communities and Territories Development of Ukraine signed an Agreement on International Road Transport between Ukraine and Albania.
The Ministry of Communities and Territories Development of Ukraine announced this on its Telegram channel, according to the Ukrainian News agency.
“Expanding the scope of transportation services is a top priority for the Ministry of Development and our team. We are consistently working to increase the number of countries with which we have direct connections. Albania is the 37th country with which we will have ‘transport visa-free travel,’" emphasized Oleksii Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister of Communities and Territories Development.
The statement notes that Ukrainian trucks and buses were effectively unable to operate direct services to Albania, just as Albanian carriers were unable to fully operate on the Ukrainian route.
Consequently, there were no legal mechanisms in place for freight and passenger transport between the two countries.
The new agreement removes these restrictions and establishes conditions for both freight and passenger transport.
It is noted that the document immediately provides for the introduction of a “transport visa-free regime” for freight transport.
The agreement was signed by Serhii Derkach, Ukraine’s Deputy Minister of Communities and Territories Development, and Enea Karakaçi, Albania’s Minister of Infrastructure and Energy.
As the Ukrainian News agency earlier reported, in late September 2025, Ukraine and the European Union extended the agreement on the liberalization of freight transport (“transport visa-free regime”) until March 2027.
