Ukraine and the European Union have extended the agreement on the liberalization of cargo transportation ("transport visa-free regime") until March 2027. Deputy Prime Minister for Reconstruction - Minister of Communities and Territories Development Oleksii Kuleba announced this on his Telegram channel, the Ukrainian News agency reports.
"Today we agreed with the European Commission to extend the Agreement on the Liberalization of Cargo Transportation for another 15 months - at least until March 2027," he said.
According to him, this means:
Ukrainian and European carriers will continue to be able to operate without special permits for bilateral and transit flights;
Ukraine maintains the stability of exports, which bring billions of hryvnias to the budget;
the possibility of unhindered import of critically important goods is guaranteed.
Kuleba noted that during the period of the "transport visa-free regime", automobile exports and imports increased by tens of percent, the share of trade between Ukraine and the EU in road transport increased by almost 55%.
The Ministry of Development reported that the extension of the agreement was previously supported by the majority of European Union member states.
The extension of the agreement does not provide for the introduction of updated rules for its implementation; as before, carriers from Ukraine and EU countries must comply with the norms of liberalization of transportation, in particular, this concerns the marking of trucks, the availability of licenses and documents for cargo.
As part of the extension of the liberalization agreement, Ukraine has committed to further implementing regulations in the field of road transport that meet European integration obligations.
Thus, by the end of 2026, Ukraine must implement key provisions regarding the business reputation of companies, the use of smart tachographs, and the training of managers of transport companies (these are the provisions of Law No. 4347, which was adopted in March of this year).
The Ministry notes that after July 1, 2026, new freight vehicles registered in Ukraine must be equipped with smart tachographs.
As the Ukrainian News agency earlier reported, at the end of June 2022, Ukraine signed an agreement with the EU on the liberalization of freight transportation by road ("transport visa-free") as a response to the full-scale invasion of the russian federation into Ukraine and the destruction of logistics chains, after which the agreement was extended annually.
In April, the "transport visa-free" between Ukraine and the EU was extended until December 31, 2025.
