Kyiv still does not have approved resilience plan - Kuleba

The capital still does not have an officially approved comprehensive resilience plan for the next winter.

This was stated by Vice Prime Minister for Reconstruction - Minister of Community and Territorial Development Oleksii Kuleba during a meeting of the Coordination Center chaired by Prime Minister Yulia Svyrydenko, Ukrainian News Agency reports.

"Serious remarks were made about Kyiv. The capital still does not have an approved comprehensive resilience plan," the Vice Prime Minister noted.

The government official emphasized that the capital's preparation for winter should be immediately translated into a clear documentary format - with real work schedules, determined by responsible persons and constant monitoring of results.

The city's readiness will be assessed using the newly created consolidated regional resilience index.

In parallel, the Ministry of Community Development and the Regional Military Administration are already agreeing on the procedure for distributing the additional UAH 40 billion that the Verkhovna Rada allocated to increase the resilience of Ukrainian infrastructure to future winter challenges.

As Ukrainian News Agency earlier reported, in early June, Svyrydenko reported that the Cabinet of Ministers had allocated an additional UAH 2 billion to Kyiv for winter preparations, in particular for protecting energy facilities and ensuring uninterrupted heat supply.

In mid-April, it was reported that the government had allocated almost UAH 1 billion to Kyiv for winter preparations.

In March, the Cabinet of Ministers instructed Kyiv to finalize the resilience plan by April, providing for the development of distributed heat supply.

On March 3, President Volodymyr Zelenskyy reported that at a meeting of the National Security and Defense Council, resilience plans for the next winter were approved for all regions, except Kyiv.
