In March 2025, the United States suspended military aid and intelligence sharing with Ukraine, which included the supply of ammunition for air defense systems. The decision was made without explanation to the US diplomatic mission in Kyiv, which sought to determine the reasons through the Pentagon, the State Department, and the White House.
Former US Ambassador to Ukraine Bridget Brink has reported this in comments to Reuters.
When military aid to Ukraine was suspended in March 2025, the US administration did not provide the diplomatic mission in Kyiv with any explanation for the decision, and advised local staff only to “call people” to clarify Washington’s policy.
According to Brink, the decision to halt military aid and intelligence sharing was made a few days after a tense meeting between the US and Ukrainian presidents at the White House. The list of suspended supplies included ammunition for air defense systems.
She noted that there were about 1,000 civilian employees of the US Embassy in Kyiv, and Ukrainian forces were providing security for the facility using American weapons. Brink added that some of the air defense systems were also critical to the safety of diplomatic mission personnel due to the threat of russian missiles and drones.
The diplomat reported that after the aid was halted, she reached out to the Pentagon, the State Department, and the White House, but received no explanation regarding the reasons for the decision. According to her, her team worked in parallel to restore support, which ultimately occurred on March 11, but she did not receive official confirmation of the reasons for the suspension.
Brink compared the working mechanisms of different administrations, noting that under President Joe Biden she participated in meetings of the US National Security Council, whereas under Trump such coordination formats were discontinued, and communication was reduced to phone calls, despite the time difference between Kyiv and Washington.
She also stated that the final factor in her decision to step down was the Trump administration’s policy toward Ukraine, particularly attempts to build closer ties with the russian leadership and public accusations against Kyiv in the context of the war.
Following her resignation, Brink announced her intention to run for the US House of Representatives as a Democrat in Michigan. Separately, it is reported that Julie Davis, the US Chargé d’Affaires in Ukraine, is stepping down amid disagreements with the Trump administration.
As a reminder, one of the key Republicans in the US House of Representatives does not expect Congress to approve a new major security aid package for Ukraine, but advocates for increasing sanctions pressure on russia.
