Mindich files lawsuit against Zelenskyy demanding to recognize sanctions as unlawful and cancel them

Businessman and co-owner of the "Kvartal-95" studio, Timur Mindich, has filed a lawsuit against President Volodymyr Zelenskyy. He is demanding that the sanctions previously imposed against him be lifted.

MP Yaroslav Zhelezniak announced this on Wednesday, May 20.

Zhelezniak published data from the official web portal of Ukraine’s judicial system, according to which Mindich filed a lawsuit with the Administrative Court of Cassation within the Supreme Court.

The case was registered under number 990/181/26 last Thursday, May 14.

The lawsuit was filed with a request to declare Zelenskyy’s decree imposing sanctions against Mindich unlawful and to overturn it.

President Zelenskyy is listed as the defendant in this case. The Cabinet of Ministers of Ukraine, the National Security and Defense Council (NSDC) of Ukraine, and the Ministry of Economy, Environment, and Agriculture of Ukraine are listed as third parties.

As the Ukrainian News agency earlier reported, on November 13, 2025, Zelenskyy signed a decree imposing sanctions against Mindich. At the same time, sanctions were imposed against Oleksandr Tsukerman. Mindich and Tsukerman are defendants in a case involving a large-scale corruption scheme at Energoatom.

The sanctions were imposed for a period of three years. Zelenskyy’s decree provides for a full standard package of sanctions, including the freezing of assets on the territory of Ukraine.
