In 97% of corruption cases in Ukraine, criminals are punished in form of fine

In the first four months of 2026, Ukrainian courts have issued 814 decisions in corruption cases, and in none of them was imprisonment imposed - all punishments were limited to fines. The data was published by the National Agency on Corruption Prevention, Opendatabot writes.

Nine out of ten corruption cases concern not bribes, but violations of financial control - untimely submission of declarations or errors in reporting. There are 742 such cases in four months, or 91% of the total. Direct bribery – only 6% of cases, conflict of interest – 3%. The vast majority of decisions are administrative: out of 814 decisions, only 52 concerned criminal offenses.

What fines do violators receive?

The smallest fine in 2026 was UAH 850, the largest – UAH 34,000. This maximum fine was received by a woman who tried to give a border guard EUR 300 for unhindered travel abroad at the Mamalyha checkpoint. The same fine was received by a serviceman from the Cherkasy Region, who, after a traffic accident while drunk, offered police officers USD 100-200 to let him go.

Last year, courts still imposed real prison terms, although 97% of cases also ended with fines. The harshest sentence – 10 years in prison – was given to a sergeant in the Sumy Region for stealing and selling military optics worth over UAH 4.5 million. The largest fine – over UAH 1.24 million – was given to a lawyer who sold schemes to evade mobilization for USD 15,000.
