Budget Committee recommends that Rada allocate military tax exclusively to military salaries

The Budget Committee recommends that the Verkhovna Rada allocate the military tax exclusively to military personnel salaries. Roksolana Pidlasa (Servant of the People faction), the chairperson  of the parliamentary Budget Committee, reported this on Facebook, according to the Ukrainian News agency.

"Today, the Committee reviewed draft amendments to the Budget Code regarding the allocation of the military tax to a special fund of the state budget (No. 15167) and recommended that the Verkhovna Rada adopt it immediately as a basis and in its entirety. A vote in the Rada is expected on May 12," she said.

The bill stipulates that from January 1, 2027, until the end of the third post-war year, the military tax will be allocated not to the general fund but to a special fund of the state budget—this amounts to over UAH 200 billion per year, which will be directed exclusively toward the payment of monetary allowances for the Ukrainian Armed Forces personnel.

Pidlasa noted that this step has more political significance, since currently almost all of the general fund’s own revenues are already directed toward defense needs—though this includes both pay for military personnel across all defense forces and weapons procurement.

"However, after the end of active hostilities, a fixed earmark for the military tax will be practically necessary due to the increase (return to normal) in the share of non-military expenditures and the reduction in international aid, which currently covers them," she added.

As the Ukrainian News agency earlier reported, on May 1, President Volodymyr Zelenskyy announced a pay raise for military personnel.

In February, Zelenskyy stated that Ukraine, in the event of a possible ceasefire, would not resort to mass reductions in the army; on the contrary, military personnel would be encouraged to remain in service with high salaries. According to him, Ukraine needs to maintain a motivated and combat-ready army, whose strength should be about 800,000 people.

According to the Tax Service, revenues from the military tax increased by more than a quarter to UAH 44 billion in the first quarter. The military tax rate for individuals is 5% of taxable income.
