President Volodymyr Zelenskyy announced the start of the army reform and the possibility of dismissal from service of mobilized personnel this year. Zelenskyy announced this on the Telegram channel, Ukrainian News Agency reports.
"We are starting the army reform. During April, key areas of the reform were agreed upon: the military command and the government determined the formula for changes. Now, in May, all key details will be agreed upon. The reform will start in June, and the first results should be seen in June, in particular in the field of financial support for soldiers, sergeants and commanders of the Defense Forces of Ukraine," he said.
Zelenskyy reported that he had set a task to significantly increase financial support taking into account the principle of justice, namely - combat missions on the front line, real combat and management experience, and the effectiveness of the serviceman should guarantee an increase in payments.
According to him, the minimum level of provision should be no less than UAH 30,000 for rear positions, for combat positions - many times more, for Ukrainian commanders, combat sergeants and officers - a decent and significantly increased level of payments.
The President instructed to ensure the implementation of special contracts for infantrymen with payments within the framework of UAH 250,000-400,000, depending on the performance of combat missions.
Zelenskyy also reported on changing approaches to staffing units and managing people.
"I instructed to strengthen the contract system in the Defense Forces in such a way that, thanks to the expansion of the contract component, it would be possible to ensure certain terms of service and the possibility - starting this year - of the gradual release from service of those who were mobilized earlier, based on clear time criteria," he said.
The President instructed the military command and Defense Minister Mykhailo Fedorov to discuss the implementation of the reform with combat commanders and take their suggestions into account in working on the details of the reform.
Next week, he expects a report on specific steps in implementing the reform, in particular on the schedule of increased payments starting in June and the system of renewed contracts.
As Ukrainian News Agency earlier reported, on January 14, the Verkhovna Rada appointed Mykhailo Fedorov to the position of Minister of Defense. The 35-year-old Fedorov previously held the position of First Vice Prime Minister - Minister of Digital Transformation.
After the appointment, Zelenskyy said that he expects Fedorov to close the deficits in defense financing, protect the sky, strengthen the technological component to stop the advance of russian occupiers on the battlefield, and also that Fedorov will propose systemic solutions to the problems that have accumulated with the territorial recruitment and social support centers.
