Ukraine imposes sanctions against Belarusian companies supplying russian military-industrial complex and Lukashenko's sons

Ukraine has imposed sanctions against Belarusian companies that supply the russian military-industrial complex, as well as against the inner circle of Belarus’s self-proclaimed president, Aleksandr Lukashenko, including his sons. The Office of the President has reported this, according to the Ukrainian News agency.

Specifically, Zelenskyy signed a decree enacting the decision of the National Security and Defense Council of Ukraine to impose sanctions against Belarusian companies for aiding russia in its armed aggression against Ukraine, as well as against individuals close to Lukashenko.

"This is a signal to many of our partners about where to apply pressure in order to ultimately reduce the scale of this war and its intensity. Russia lacks goodwill; it must be compelled to take the necessary steps to reduce aggression, and let them later call these their 'gestures of goodwill.' Belarus must not be drawn into the war. There must be no operations against other European countries. There must be a dignified peace in this war between Russia and Ukraine," Zelenskyy emphasized.

This sanctions package includes 16 Belarusian citizens and 11 legal entities.

In particular, Ukraine imposed sanctions on Belarusian enterprises that produce 122-mm and 152-mm artillery shells for the russian occupiers. Among them are “Olsa,” the Minsk-based “Termoplast” plant, and the Kovalsky Heavy Stamping Plant, which manufacture parts for shells.

Also subject to sanctions are the Republican Unitary Production Enterprise "IK 9," which manufactures packaging for shells, and "NefteKhimDiagnostika," where ammunition is tested.

Restrictions have also been imposed on the Vitebsk Electrical Measuring Instruments Plant, which supplies equipment for the repair and modernization of russian armored vehicles, and "Radiotekhnika," which produces components for the occupiers’ military equipment.

In addition, Ukraine has imposed sanctions on a plant that repairs russian aircraft, specifically the Tu, Yak, and Il families.

Among the individuals targeted is Viktor Sheiman, a close associate of Lukashenko who has held high-ranking government positions in Belarus for many years. He carries out orders from the self-proclaimed president, conducts intergovernmental negotiations, and establishes covert business ties; he is implicated in organizing “death squads” that targeted opposition politicians, activists, and public figures. He is also one of the organizers of schemes to circumvent sanctions imposed by Ukraine and partner states against russian and Belarusian companies.

Viktor Sheiman is subject to sanctions by the United States, the European Union, the United Kingdom, Switzerland, and Canada.

Sanctions have also been imposed on Viktor and Dmitry Lukashenko — the sons of the self-proclaimed Belarusian president — who are involved in exporting goods in circumvention of international sanctions, supplying dual-use goods, and re-exporting through Belarusian territory.

As the Ukrainian News agency earlier reported, in February Ukraine imposed a package of sanctions against the self-proclaimed president of Belarus, Aleksandr Lukashenko. Zelenskyy explained this, in particular, by the fact that in the second half of 2025, the russians deployed a system of relay stations on Belarusian territory to control strike drones, which increased the russian army’s ability to strike northern regions of Ukraine — from the Kyiv Region to Volyn.
