Fedorov on three months in office: Starlink shutdown for russians and record USD 38 billion from Ramstein for 2026

Defense Minister Mykhailo Fedorov cites the shutdown of Starlink for russians and the record-breaking USD 38 billion in funding secured through the "Ramstein" mechanism for 2026 as his key achievements during his first three months in office. Fedorov announced this on his Telegram channel, according to the Ukrainian News agency.

Among his key achievements, he cites:

disabling Starlink for russians, which protected the skies from Starlink-guided drones and radically changed the situation on the front lines;

the implementation of after-action reviews and a rapid response to airstrikes on energy infrastructure, as well as an increase in the interception rate of all types of aerial targets;

the creation of a "small" air defense command and the appointment of Pavlo Lazar as deputy commander of air defense;

updating the approach to fundraising through the "Ramstein" mechanism; a record announcement of USD 38 billion for 2026 and work on the quality and control of aid deliveries;

restructuring the Ministry of Defense and its top management, which is expected to eradicate corruption within the Ministry and increase efficiency; creating a team of professional advisors; launching the Ministry’s new organizational structure on April 1;

the implementation of a system to analyze the causes of casualties for each service member and development of a system to analyze the combat effectiveness of brigades and corps in real time;

changing the approach to determining drone and ground robotic systems procurement needs based on data, without manual intervention; purchasing more high-quality drones and robotic platforms in a single quarter than in the entire previous year;

the implementation of Mission Control for all crews and drone types, providing real-time visibility into every air operation;

the first phase of the audit of the state defense industry, rethinking the operations of key enterprises and decisions that address defense system issues, and halting numerous corruption schemes.

Among the main achievements, Fedorov also cites preparations for a comprehensive transformation and improvements to recruitment and service conditions in the Defense Forces; according to him, the first 10 of 30 projects within a single reform are nearly ready for launch.

Fedorov also notes a record contract for PAC missiles for the Patriot system with German support, which will begin implementation next year but serves as the foundation for procuring missiles today thanks to future contracts.

Among the qualitative indicators of his work, the minister cites record losses for the enemy in March across all categories: from personnel to equipment and air defense, with 36,000 russian troops eliminated.

Fedorov also notes that the work of the Defense Forces at the operational depth has been completely reimagined; this is reflected in the quality and quantity of “mid-strike” procurements, which will soon begin arriving in the military en masse. 

Among other things, the minister highlights the development of corps capabilities: funding has been allocated for the creation of four separate Unmanned Systems Forces regiments within pilot corps, and three additional corps have been added to the program.

According to him, the Ministry of Defense has allocated an additional UAH 400 million for the development of drone-assault units, and a new combat concept is being formed — the synergy of drones and ground units for the systematic destruction of the enemy and the containment of its advance. 

He also noted the development of private air defense capabilities — the ability to transfer weapons from military units, recruit snipers from the Territorial Defense Forces, and simplify the procedure for writing off property has been added. 

As the Ukrainian News agency earlier reported, on January 14, the Verkhovna Rada appointed Mykhailo Fedorov as Minister of Defense. The 35-year-old Fedorov previously served as First Deputy Prime Minister and Minister of Digital Transformation.

Following the appointment, President Volodymyr Zelenskyy stated that he expects Fedorov to address funding shortfalls in defense, ensure air defense, strengthen the technological component to halt the advance of russian occupiers on the battlefield, and propose systematic solutions to the problems that have accumulated with territorial recruitment and social support centers.
