Zelenskyy initiates police reform after Kyiv terror attack and police officers fleeing scene

Ukraine will begin a large-scale review of all response protocols and rules for the use of weapons by police officers to ensure reliable protection of civilians. The reason for such radical steps was the April 18 terrorist attack in Kyiv, during which a patrol crew left the scene instead of helping the wounded. This was announced by President Volodymyr Zelenskyy.

The head of state condemned the cowardice of some officers, noting that the patrol officers saw the injured child, but fled at the moment of danger. Currently, two police officers have already been officially served with suspicion.

"All police response protocols, training rules, and rules for using weapons to protect people must be reviewed so that something like this never happens again. There must be safety for everyone," Zelenskyy stressed.

He also called for all procedural actions against the suspects to be carried out as quickly as possible so that such inaction receives a proper legal assessment.

As Ukrainian News Agency earlier reported, bloody events unfolded in the Holosiivskyi district of Kyiv after noon on Saturday, April 18. At first, local residents began to talk on Telegram channels about the sounds of gunshots they heard in the courtyards of their houses. Later, videos shot on phones appeared, where a man was filmed simply moving quickly down the street and shooting at almost everyone he met.

During the police operation, the attacker barricaded himself in one of the local supermarkets and took hostages. Negotiations between law enforcement officers and the attacker yielded no results. During the storming of the store by special forces, the shooter was eliminated.

On April 19, law enforcement officers qualified the shooting in the Holosiivskyi district of Kyiv as a terrorist act.

A criminal investigation has been launched against the police officers who fled at the time of the terrorist attack in Kyiv on April 18.
