NBU considers Crypsee loans illegal

The National Bank of Ukraine (NBU), based on the results of the analysis of transactions concluded by the online service Crypsee, found in such transactions signs of a financial service for providing funds on credit, which violates the Law of Ukraine “On Financial Services and Financial Companies”.

This is stated in the NBU message, Ukrainian News Agency reports.

In order to evade the requirements of Ukrainian legislation, this service is disguised in contracts with consumers as providing loans in crypto assets. Accordingly, the National Bank has decided to prohibit the institution HI-TECH DYNAMICS GROUP LIMITED PRIVATE LIMITED COMPANY (registration number 15831409) from providing consumers on the Crypsee service with services that contain signs of a financial service for providing funds on credit.

An in-depth analysis showed that using the Crypsee service, while formally providing loans in USDT, they were actually issuing loans in the national currency of Ukraine - the hryvnia, bypassing all regulatory mechanisms established by law. Also, based on the results of an in-depth analysis, it was found that the transactions concluded by the Crypsee service are identical to the transactions concluded by the BitCapital service, whose activities have also been recognized as illegal by the NBU.

The National Bank has received more than 970 appeals from citizens who became clients of an illegal lending scheme through the Crypsee website.

In their appeals to the National Bank, consumers complain about high interest rates, illegal charges on loans, aggressive and frankly uncivilized debt collection policies, and complete opacity of lending terms. Socially vulnerable groups of the population, as well as military personnel, were particularly vulnerable, to whom the company denied benefits provided for by Ukrainian legislation and aggressively collected debts.

The National Bank of Ukraine warns all citizens to be extremely careful when interacting with various online platforms and services, especially those that work with virtual assets. Before signing any agreement on the provision of a financial service or a service similar to a financial one, be sure to check on the page of the Official Internet Representation of the National Bank whether such an institution is included in the NBU registers. If so, then, accordingly, it must comply with all legislative requirements.

As Ukrainian News Agency earlier reported, the number of participants in the non-bank financial market in February 2026 decreased by eight institutions - to 761, the number of banks with a license - 60.
