Cabinet appoints Banik as Deputy Defense Minister instead of Myronenko

The Cabinet of Ministers has appointed Mstyslav Banik as Deputy Defense Minister instead of Yurii Myronenko. This is stated in orders No. 260 and No. 261 of March 25, the Ukrainian News agency reports.

Banik previously served as head of digital products at the Ministry of Defense.

Till 2019, he worked in the private sector as an entrepreneur, where he was engaged in marketing, online communications and digital products for business, in 2019 he joined the civil service - in the Ministry of Digital Transformation he was responsible for the launch and development of Diia.

In 2024, Banik voluntarily joined the army as part of the CODE 9.2 unit, rose from a soldier to an officer, created an FPV drone unit, worked at the headquarters level, and participated in the Kursk operation.

In 2025, he was promoted to the position of Head of Digital Products at the Ministry of Defense, where he led the development of Army+ and Reserve+.

Defense Minister Mykhailo Fedorov said on Telegram that Banik will be responsible for procurement reform as deputy minister.

"The task is to make procurement for the Ukrainian army the most transparent and efficient in the world," he said.

According to the decree #260, Myronenko was dismissed at his own request.

Fedorov said that he had appointed Myronenko to the post of inspector general of the Defense Ministry.

According to Fedorov, Myronenko will be responsible for an objective assessment of the state of affairs in the troops and the effectiveness of decisions, his task is to ensure regular analysis of how decisions work in practice and provide a basis for rapid correction of policies and plans.

Myronenko has been Deputy Minister of Defense since July 2025, responsible for the development of innovations for the frontline.

Prior to that, he headed the Defense Technology Innovation and Development Center at the Ministry of Defense, where he coordinated the implementation of the DELTA combat system. From December 2024 to February 2025, he worked as Deputy Minister of Digital Transformation. In 2023-2024, he headed the State Service for Special Communications and Information Protection.

As the Ukrainian News agency earlier reported, Fedorov said, that the Ministry of Defense is preparing key changes in the mobilization process and in the unauthorized abandonment of military units, as well as separate approaches for assault troops and infantrymen.
